Under the overall supervision of the Team Leader/Governance and direct supervision of the Project Manager the Capacity Development Analyst will be responsible for overall implementation of the Capacity Development component of the Access to Justice and the Rule of Law projects.
Duties and Responsibilities of Development Analyst
Capacity Development Advice and Analysis
- Engage stakeholders on capacity development and assess capacity assets and needs;
- Formulate and implement a comprehensive capacity development response;
- Monitor and evaluate the project activities to ensure optimal delivery and quality, and provide analysis for necessary adjustments; and
- Evaluate impact of capacity development for key judicial and legal institutions in order to enforce rule of law reform and implementation, i.e. Ministry of Justice and subordinated bodies, Supreme Court, Office of Ombudsman, CSOs and other relevant institutions.
Programme support
- Provide programmatic support to the Project Manager in planning and implementing programme activities in accordance with the programme document including supporting the preparation of the Annual Work Plan and draft budgets, organization of workshops and seminars, liaison with contractors, ensuring quality of products and documents provided by vendors, etc.;
- Prepare Terms of Reference for consultants, experts and service providers and lead the selection, recruitment and development of mission programmes of international and local experts, as required according to UNDP rules and regulations;
- Support the Project Manager in supervision of consultants and activities of implementing partners;
- Facilitate information exchanges between the four projects under the Initiative;
- Contribute to reports regarding the work of the Projects; and
- Provide support in financial procedures to the Project in accordance with UNDP policies.
Coordination, Cooperation and Resource mobilization
- Assist the Project Manager in establishing trustful relationships and maintaining continuous and constructive dialogue with the government, civil society, local communities, donors and other partners to maximize consistency and synergy on rule of law reform and access to justice initiatives, and to maximize impact and results;
- Provide regular Situation Analysis on Rule of Law and Human Rights situation in the country. Based on the analysis, support the development of concept ideas on future project interventions.

Required Skills and Experience
Education:
- Master’s Degree in Law or a related field such as Political Science, International Relations, or Governance is required; OR
- Bachelor’s Degree in Law or a related field such as Political Science, International Relations, or Governance in combination with additional two (2) years of qualifying experience will be given due consideration in lieu of master’s degree.
Experience:
- Applicants with a Master’s degree in a relevant field of study are not required to have professional work experience.
- Applicants with a Bachelor’s degree are required to have a minimum of two (2) years of relevant professional experience in the area of rule of law or access to justice or human rights or in capacity building or in monitoring and evaluation of rule of law or human rights projects.
Required Languages:
- Fluency in English, Tajik and Russian is required.\
